Manifest Funstion vs Latent Function

If a government cuts social services to reduce the size and debt of the Federal Government, the bringing down of debt is the manifest function, because the cuts produce the inteded effect. Citizens dying because they lost health benefits (such as medicare) is the latent function, because it was not an intended effect of the budget cuts.
